Gender-based analysis plus

Preamble

Gender-based Analysis Plus (GBA Plus) is considered in the development and delivery of the Civilian Review and Complaints Commission (CRCC) programs and services. For instance, GBA Plus has shown that individuals in particular communities (i.e. Indigenous and racialized communities, remote communities) may face barriers in accessing the CRCC's services. Leveraging analysis of the CRCC's Inclusion, Diversity and Equity Advisory Committee (IDEAC) on accessibility, the CRCC released its Accessibility Action Plani and feedback process. The CRCC continues to examine its services for accessibility, to ensure equal access to the complaint process for all Canadians. 

Bill C-20 – An Act establishing the Public Complaints and Review Commission and amending certain Acts and statutory instruments received Royal Assent in October 2024. It requires future Annual Reports to include "data about complainants, including disaggregated race-based data, in a form that prevents data obtained from an identifiable person from being related to that person."

Section 1: institutional GBA Plus governance and capacity

Governance

The implementation of GBA Plus in the Civilian Review and Complaints Commission for the RCMP (CRCC) is led by a GBA Plus Champion and supported by a GBA Plus Focal Point. These individuals represent the CRCC at intergovernmental committees led by Women and Gender Equality Canada (WAGE). They brief senior management to ensure situational awareness and continued contribution to government-wide priorities related to GBA Plus. They also provide advice and consult subject matter experts to facilitate the integration of GBA Plus in organizational activities.

Capacity

The CRCC remains committed to implementing GBA Plus across the organization. In fiscal year 2023-2024, it strengthened internal capacity on GBA Plus by:   

  • Continuing engagement with federal partners through interdepartmental committees; 
  • Collaborating with external contractors to facilitate focus group sessions with CRCC employees and providing additional training on GBA Plus;
  • Conducting a needs assessment to further understand areas for improvement in GBA Plus integration across the CRCC; 
  • Developing a GBA Plus Action Plan that sets out concrete actions under a series of recommendations that the CRCC can take to advance GBA Plus;  
  • Conducting a study on the collection of demographic data, including race-based data, to support the CRCC's upcoming data strategy;
  • Continuing implementation of the CRCC's Accessibility Action Plan 2023-2026; and 
  • Requiring mandatory training on Unconscious Bias for all CRCC employees to increase awareness and reduce barriers. 

Human resources (full-time equivalents) dedicated to GBA Plus

The GBA Plus Champion is the Senior Director of Corporate Services, supported by the Senior Director of Strategic Operations and Policy Directorate. 

The CRCC dedicated six (6) FTEs at a utilisation rate of 0.25 because of their expertise in different areas such as policy, data, and research.
