Public Complaint and Review Process Flowchart
1. A complaint is made to either:
- a) The RCMP
- b) The Civilian Review and Complaints Commission for the RCMP (CRCC), or
- c) The provincial authority responsible for receiving complaints against police in the province in which the subject of the complaint took place
2. The complaint is sent to the RCMP for investigation.
3. The RCMP investigates the complaint.
4. After the investigation, the RCMP reports to the Complainant and the CRCC.
5. The complainant receives the report.
5a. If the complainant is satisfied with the RCMP's report, this is the end of the process.
5b. If the complainant is not satisfied with the RCMP's report, the complainant contacts the CRCC. The Complainant requests a review by the CRCC.
6. The CRCC receives the request for review.
7. The CRCC:
- a) Reviews the RCMP's report and all relevant material without further investigation
- b) Asks the RCMP to investigate further
- c) Initiates a CRCC investigation; or
- d) Holds a public hearing
8. The CRCC completes its review.
8a. If the CRCC is satisfied, the Chairperson sends a satisfied report to the RCMP Commissioner, Minister of Public Safety, Complainant, and Member(s) involved. This is the end of the process.
8b. If the CRCC is not satisfied with the RCMP's report, the Chairperson sends an interim report, outlining findings and recommendations, to the RCMP Commissioner and the Minister of Public Safety.
9. The RCMP receives the CRCC interim report.
10. The RCMP Commissioner provides a response, identifying what actions will be taken. If no action is to be taken, reasons must be provided.
11. The CRCC prepares its final report.
12. The Chairperson sends a final report to the RCMP Commissioner, Minister of Public Safety, Complainant, Member(s) involved, and appropriate provincial Minister. This is the end of the process.
