Roxanne Gagné
Roxanne Gagné was appointed as Vice-Chairperson of the Civilian Review and Complaints Commission for the RCMP (CRCC) on April 20, 2026.
Ahead of her appointment to the CRCC, Ms. Gagné provided legal advice in support of disciplinary proceedings related to allegations of police misconduct.
Prior to that, she was the Civilian Director of Manitoba's Independent Investigation Unit, becoming the second non‑police appointee to lead the statutory body responsible for overseeing investigations of police officers, including mandatory investigations involving alleged deaths, serious injuries, or contraventions of federal or provincial law.
Ms. Gagné has more than 25 years of experience in Canada's criminal justice system, including 14 years as Crown counsel with the Public Prosecution Service of Canada and subsequent service with Justice Canada providing legal advice to Indigenous and Northern Relations Canada and Indigenous Services Canada.
