Update on the Commission’s National Security Investigation

December 8, 2016

The review of the RCMP's implementation of the relevant recommendations contained in Justice Dennis O'Connor's Report of the Commission of Inquiry into the Actions of Canadian Officials in relation to Maher Arar is ongoing.

To date, the Commission has reviewed relevant national security policies, training material, and both domestic and foreign arrangements, which included privileged information.

The next step in the Commission's investigation is a review of national security criminal investigation files.  The Commission will examine how RCMP national security activities are operationalized, whether they are consistent with Justice O'Connor's recommendations, and in compliance with RCMP policies, procedures and other established frameworks (e.g. Ministerial Directives).

Once the review is complete, a report will be provided to the Minister of Public Safety and the Commissioner of the RCMP, in accordance with subsection 45.34(1) of the RCMP Act.  The report will be made public (in whole or in part) upon receipt of the Commissioner's Response.
